Commentary on Minister's latest comments on immigration reform

Jason Hayward, the Minister responsible for Immigration, gave some comments last week about plans for immigration reform. These merely provide a gloss on what he has already published in terms of the government's plans, but are worth scrutinising and commenting on briefly.
